Language Schools join strike education to maintain higher level courses
25/04/2008 Madrid, April 25 (EFE) .- Teachers and students at language schools in Madrid will join protests convened by the teaching unions the Community to continue to claim that these centers providing advanced courses in language and do not oblige students to attend more expensive private schools. CCOO and platforms for teachers and students of the schools have spread the call to join the proposed merger on 29th to the Ministry of Education of the Community and to support an unannounced strikes on 7 and 21 May for public schools in non-university education. Their claims, however, are aimed at both the Madrid and the Ministry of Education, explained to EFE Carmen Marchante, responsible CCOO Language School in Madrid. Asked the Ministry to rectify the extent of letting communities decide for themselves whether or not schools will continue providing the highest level of the different languages, the C1 of the Common European Framework of Reference ", which, explained Marchand, down the rules of the Organic Law of Education (LOE). States that want to ensure that all citizens can study this language level and not veto this training to those who do not have sufficient resources to attend private institutions. The Community of Madrid has not ruled definitively on the matter, and, in principle, expected to allow individual schools to decide whether to continue providing the highest levels, but schools can not do it if not increases the number of places for teachers convened for next year, said Marchand.
"They are strangling language schools," he warned, because to maintain the current supply of training places would be needed over seventy teachers next year, and, "after a hard fight, the Community has taken only forty." They say they plan to put more supply teachers, but we want a high percentage of interns in schools, because their position is more unstable, their involvement is usually less and this affects the quality of education offered by the center, he added. The need for teachers is higher because, in addition, the Community of Madrid has decided to set a course more (six versus five were taught so far) although the level given in the last year (B2) will be lower than is taught in fifth of the old system. This "no sense" because it requires students to study more years to get a lower level, unlike other communities, such as Catalonia, has kept the five courses. They also reported that all students who pass the examination in the fifth year of a language, which until now required a C1 level of knowledge, with the new legislation was a recognition of the lower level of proficiency. The regulation becomes equivalent LOE Certificate of Fitness, which is obtained by passing the fifth and Certificate of Advanced Level (B2), without considering that until now, the agenda was a fifth-C1. The Community of Madrid has assessed down the titles of language schools in the competitive examinations and while the Certificate of Fitness is worth 0.5 points, any other level C is worth 2. Dealer says the Ministry has created the "big problem" to deregulate education, not ensure that the securities issued by these centers are valid throughout the state, unlike other certificates by foreign institutions. Punto Radio Madrid Navarra

On April 3, aired an interview with Carmen Morales and José Luis Fernández (spokespersons EEOOII Teacher Coordinator of Madrid) and Juan José Arozarena and Marta Torres (student representatives) in Madrid Days programaBuenos Telemadrid. To view, click on the link:

To which said Juan Lopez Telemadrid have to answer the following:

When he said he read literally what is written in the Royal Decree is telling the half truth. Royal Decree 1629/2006 states in Article 5, second additional provision (which is to which he referred to):

"Official Language Schools may, in terms available to the respective educational authorities, organization and delivery of specialized courses for the improvement of skills in languages, both in basic, intermediate and advanced levels as C1 and C2 of the Council of Europe, as these levels are defined in the Common European Framework Reference for Languages \u200b\u200b

What's "special courses" not "Mr. Lopez. Not to mention it. And what are specialized courses? "Legal English? "German for business? "French Literary Translation? However, most students want courses comparable to the levels C1 and C2 of a general European and they do not want specific courses that meet the needs of a few.

And another thing. Mr. Lopez said the decision was in the hands of the Autonomous Communities. And why? Intermediate and advanced levels have been regulated by the Ministry. In the same 1629 decree displayed detailed curricula at those levels. So for those levels have not been given freedom to decide Communities Why then have not been regulated and specified as mandatory curricula that lead to obtain the levels C? How is it possible that Mr. Smith now says they can not do anything when the Ministry itself has been decided that, through the Royal Decree, that for levels C may have specific courses only, leaving the decision in addition to the Communities?

If Mr. Smith is right, soon we will meet with students who could not attend in their community to the award of level C, because the relevant Education Authority has not considered suitable, so that these students must recourse, if any, to more expensive private institutions, while in other communities if you can access the C level by studies in the schools, though, of course, limited to a specialty that the educational authorities concerned you can think of. A real setback to equal opportunities.

The question remains: Why has not regulated by the Ministry of studies necessary for the granting of the School Certificate is equivalent to level C2 of the CEFR? What policy is that they leave such an important decision to what each community wants to tell? How secure are the students who begin studying a language level that may reach the end of their studies?

As we have not received an answer to these questions and also have some other claims, we continue with our protest and demonstrating what they claim. In Telemadrid we did and we were surprised with the reply of Mr. Juan Lopez, who we did not know he was going to produce. Nor are we offered to do a contraréplica. But nevertheless, we are determined to go forward. Of course, with the help of all of you who is obviously fundamental.
I also invite you to read the opinions of teachers on video Telemadrid and criticizing what he said Mr. Juan López. Blog
